The staff of Tuscola Behavioral Health Systems (TBHS) would like to welcome you and your family. We provide effective, comprehensive, quality treatment to help you deal with your struggles, whether related to mental illness, developmental disability, or co-existing substance use disorder. Co-existing means having two conditions at once, such as a mental illness and a substance use disorder. TBHS recognizes that reaching out for help can be hard. TBHS wants you to know that working together with you and if you choose, your family, helps build the necessary partnership to address your needs openly with care and respect. We will listen to you in detail, call you by your name and accept you as a person.

TBHS has a “No Wrong Door” policy. This means that you will be assessed and receive care and treatment no matter where you enter our system. This includes service supports and collaboration to help address your identified needs. If there is a problem with eligibility for services, you will be assisted in finding the right supports and services in the community as well. This is an ongoing process as we strive to provide seamless and personally meaningful care.

Confidentiality and HIPAA

Summary of Health Insurance Portability and Accountability Act (HIPAA) Privacy Rights. HIPAA is a law that protects your privacy.

We are required to inform you of your rights under this law. This document is a short summary of your rights. A longer version with more information is available. If you have questions, you may ask to speak to our Privacy Officer.

We will use or share your private information with others as necessary for treatment. We may also use or share your information to get paid for our services and to run our agency.

We may remind you of your appointment by sending a postcard or leaving a message on your answering machine. You may ask us not to do these things. If we need to share your information for other reasons, we will ask you to sign a special form.

If you change your mind and tell us, we will stop sharing the information. You have the right to see the information we have about you and to get copies of that information.

If we refuse your request, we must tell you the reason. If you think that the information you saw is wrong, you can write to us and ask us to change it.

We do not have to agree to change the information. If we do not agree we have to tell you why. You can get a list of the people we have shared your information with.

If we shared the information to treat you, to receive payment, or to run our agency, it will not be on the list. You can ask us not to use your information in a certain way.

You may also ask us not to share your private information with certain people. In some cases, as stated in the Michigan Mental Health Code, we may not agree to these requests.

You can ask that we send your mail to a certain address or that we only call you at a certain time or place. You have the right to complain to our Privacy Officer if you think that we did not follow these rules.

CARF is an independent, non-profit organization that requires organizations they survey to meet rigorous standards before it grants them accreditation. We are a member of the Mid-State Health Network (MSHN) that manages public mental health and substance use disorder services for a twenty–one county region. It is the Pre-Paid Inpatient Health Plan (PIHP) for individuals with Medicaid. A family of community mental health and substance use disorder providers joined together to give you excellent, quality care.

The activity of MSHN and the relationship between the new entity and its 12 Community Mental Health Program partners is largely administrative, regulatory and financial in nature. Services to consumers and their families will continue to be provided and managed locally; including access and intake, recipient rights protections and customer services. Contracts for consumer services and supports with the 12 CMH Program partner organizations will remain unchanged as a result of the new regions creation. These arrangements will continue to be managed locally including all quality oversight, claims adjudication and payment. Access for services and customer service inquiries should still be directed to the local CMH.

Tuscola Behavioral Health Systems is a partner in the Mid-State Health Network (MSHN) joining: Bay-Arenac Behavioral Health, Community Mental Health for Clinton, Eaton, Ingham Counties, Community Mental Health for Central Michigan, Gratiot Integrated Health Network, Huron Behavioral Health, The Right Door (formally known as Ionia County Community Mental Health), Lifeways Community Mental Health Authority, Montcalm Care Network, Newaygo County Mental Health Center, Saginaw County Community Mental Health Authoirty, and Shiawassee County Community Mental Health Authority.

At Tuscola Behavioral Health Systems (TBHS) we want to know what you think about TBHS and the services we provide, and to make sure that you are happy. TBHS has suggestion boxes in every building in the lobby areas. These buildings include, PIC, Echols, and Burnside. This is a great tool that TBHS uses to identify things that can be changed to improve services for you, our customer. We encourage your participation and welcome your comments. If you have something on your mind, whether it is a question, concern, suggestion, or comment, let us know about it by filling out a suggestion form found in the lobby areas at TBHS.
